Take a look at this which should explain why this is happening and how you can put it right:
Note that as well as turning off Startup Boost you should also turn off the 'Continue running background apps ......' just underneath it.
HOWEVER - You should also note that Chrome browsers (including Microsoft Edge) are currently not being fully cleaned by CCleaner.
That is because Chrome based browsers changed where cookies are stored just before CCleaner v5.88 was released, so CCleaner now needs another update to reflect those changes and clean the new cookie locations.
That should be fixed shortly
