Sometimes CCleaner is blocked for tens of seconds if started just after Internet Explorer(iexplore.exe) close.
I suspect that CCleaner is trying to acquire some system resource (semaphore) before allowing cleaning of drive.
But sometimes just after iexplore.exe close some system services get active which block CCleaner for several seconds and cleaning is not possible - this can last over 30 secs which is annoying.
I don't think this is an error just the system is blocking other programs like CCleaner to run.
It would be interesting to know (if not proprietary secret) what exactly happens before CCleaner "Run Cleaner" button is enabled - e.g acquire of system resources, semaphores e.t.c.
