This is not a bug report, but a suggestion (wrong forum area). Which CCleaner version are you using?
Winapp2.ini has this entry for Tixati:
[Tixati Logs*] LangSecRef=3021 DetectFile=%AppData%\tixati\upnp_diagnostic_log.txt Default=False FileKey1=%AppData%\tixati|upnp_diagnostic_log.txt

I am using Version 4 (the latest version).
Have you downloaded the Winapp2.ini file and retested ?

Never heard of winapp2 - Looks like I will need to download it.
