I've been a CCleaner for years. For the last several when new versions have come out I just click on the link in the email and download it with no issue. Now, with 5.0, I download the setup, click on it to run after which the loading bar moves about 5% and then just sits there. New versions of CCleaner have typically down the entire loading and installation in under a minute but with this version I'll leave it along for 30 minutes or more with no apparent progress in the installation. What might be wrong? I've run the old version, 4.19, and dumped cookies and all that with no success.

Same problem. Loading bar stops , as bshuman describes. Uninstalling 4.19 from Windows 7 control panel doesn't seem to do anything but remove my desktop shortcut. Revo Uninstaller then sees nothing to remove.
Try this...
Re-install 4.19 and then boot into safe mode and uninstall it via the Control Panel.
Boot back into normal mode and check it is gone.

Does it install okay, and does it run okay in normal mode now?
