Any user can pull and read ccleaner's rules by running

"C:\Program Files\ccleaner\ccleaner.exe" /export

Where C:\Program Files\CCleaner is the Location of your install and ccleaner.exe is changed to ccleaner64.exe if that is the build you use. The " marks are important
