In Windows XP and newer there are known directories which may be empty however they can't be removed, and removing them may only result into them being recreated by Windows itself. CCleaner doesn't delete folders in Program Files!

CCleaner uses an application's own uninstaller. My experience has been that folders left behind by uninstallers are easy to delete, except for some anti virus apps. If your folders are locked, maybe they are not what they seem.

I was just under the assumption that some of those empty folders were like "microsoft frontpage", "MSN Gaming Zone", "xerox", etc., which Windows won't let be deleted normally.
