Boot Time defrag ineffective on Windows 7

I saw the other discussion of a similar title, but assumed it best to create a new discussion. I have just downloaded Defraggler and have played with it extensively, and it did some improvement. However, there were a lot of files that were not able to be defragged. So, assuming that a 'boot time defrag' would do it, since my drive remains at 34% fragmented according to Defraggler, reboot I did.

No change, and it didn't seem to even evoke the defragger during the reboot, as it came up with the same 34% fraggmented statistic. The drive is only 44% used so I am mainly looking at performance improvement, rather than freeing up space.

Would appreciate any guidance on how to get my 34% fragmentation reduced, assuming that it can be.

Are these files in the System_Volume_information folder? If they are then they are system restore points in which case you can't do anything about them. If I remember correctly Microsoft changed the permissions towards them and currently no defragmenting software can touch them unless you edit your permissions towards them.
