Better to Defrag in Safe Mode?

Hi all. I downloaded Defraggler yesterday and have run it a couple of times. So far it seems to be a lot better than the other freeware I've tried. The Website is especially good as far as Help and Support goes.

But I do have a few questions. For one, I've read that defragging is supposed to do a better job if you run it in Safe Mode. Does anyone know if this is actually the case?

I'm not certain about this. Does Safe Mode use the page file? If the file is not open it may be possible to defrag it.

Everything is slow in safe mode though!
