Apparently you need to have Privacy Guard set to "Strict Blocking" for fingerprints to be actively blocked.
However if you test this by looking at your platform details on sites like: What's My Bowser? or What browser am I using? all of your details are fully visible on these sites.

All I see there is that Privacy Guard has not detected any fingerprinting attempts to block.
Have you considered that's probably because they have already been blocked by CCleaner Browser so there is nothing left for Privacy Guard to detect?
So it would be more of a concern if Privacy Guard had found an attempt that CC Browser had missed.
Your IP and what OS or what browser you use is not fingerprinting.
Digital fingerprinting is about identifying your habits from the websites that you visit regularly.
Your IP may change, mine does frequently, but your browsing habits remain the same whatever IP you have, even if you use a different browser you will still tend to visit the same websites.
It's that pattern of websites that you visit that is your 'digital fingerprint'.

Your definition of browser fingerprinting is clearly wrong. Also I note that your definition is clearly derived from a CCleaner webpage.
Instead, try the following: What Is Browser Fingerprinting? How It Works And How To Stop It , which says:

And that's exactly what you see on screen when you click on the link: What's My Browser
The CCleaner Browser had made no attempt to block this website from accessing this information.
