Can you give more information please such as operating system used etc.
Also did you use the registry cleaner part of ccleaner (issues)?
If so, did you make a back up when offered one?
I think this is a corrupted cache issue, instead of rebooting, next time can you try to do the following
open IE8
go to tools>Delete browsing history
Uncheck EVERYTHING (including preserve favorites website data) except "Temporary internet files"
Click Delete
Once it is done deleting, try to go to a website.
