How do you add programs to startup in CCleaner? I can delete them just fine but I don't know how or where to add them.
you don't/can't - that list is a list of programs that are installed that have a component that gets loaded during startup.
for example, all the programs installed on your PC aren't listed, just those, like your AV software, or cleanup programs, or monitoring software etc.

if you want a program of your choosing to start when Windows starts, you can either create a scheduled task or pin a link to the program into the Start Menu > Programs > Start-up folder.
