you could further argue the point that they are just a video file and unto themselves, do not represent a DVD unless with their other .VOBs and .IFOs etc.
so classifying them as Other sort of fits. splitting hairs really.

And when I double click those ("Other Files") .vob files, vlc starts and I see video

The dev team will see your suggestion so, if merited, some future release may see your files reclassified.

They're for DVD Video. See this article https://en.wikipedia.org/wiki/VOB
I concur with jcgtreize. VOB files (as well as IFO and BUP files) should be accounted for in the Video category. Of course, home video recorders do not usually create IFO or BUP files.
