OK, with suggestions from forum I have resolved most fragmentation except for c:\system volume information files, but they are still accounting for about 51% fravmentation at about 70 GB of drive C:. I understand defraggler can not defrag these files, but is there anything else I can try (perhaps in Windows Vista, or HP file management to delete some of the older restore points). Many of them seem to be automated saves at checkpoints, or when I add or remove programs. Should I modify scheduling of system restore back-up points? If so, which program should I use?

Then defrag your drive with a full defrag
Then enable System Restore again.
Else, you can simply add C:\System Volume Information\ in Defraggler's Exclude list (you'll need to enable view of System files/folders in Windows Explorer's Folder Options)
