100% CPU usage on startup

Hi, I just noticed when opening ccleaner it is using 100% CPU to start up, it lasts for about 10secs. This is annoying because it makes the CPU fan speed and if you have a loud one like I got, it becomes annoying.

System setup:

Acer Laptop - TravelMate 804LMi

CPU: Pentium M (centrino) 1700Mhz

RAM: 2GB

OS: Windows 7 x86

To assist in your comparison, I just now turned on CC; had a 25% reading for about 3 secs. No response from fan.

emachines T3656 desktop

CPU: Celeron 440 2GHz

RAM: 2GB

OS: Vista 32

I get about 50% for no more than a couple of seconds.

Has launching CCleaner always done this?

EDIT: Actually no more than one second to launch.
