Okay!

I've been using CCleaner for a few years now and this is the first time I ran into this problem. I change "Monitoring" options and disable everything. It is still running. I end its task. I disable it from starting with Windows on Task Manager. Restart the computer It is still there. Starts automatically. The monitoring is active again (by itself) and I have to end the task manually.
