Found it! My Comodo security was preventing CC Cleaner from opening. Thanks for the questions that lead to the answer>

For the past four days every time i try running CCleaner 64 Pro i get the error message 'NSIS Error' 'Error Launching Installer' and the program will not run. I downloaded and installed version 5.35.0.6210 and the program ran. However, when i rebooted i got the same error message when trying to launch the program! What's up?
