I tried vlc and it tries but it just like plays and stops over and over. do i need to open them in an editing program to see it frame by frame or something?

So I have recovered thousands of photos. I just realized how to get the ignored ones. My issue is that many show up and i can transfer them over but they are just icons, but i know some data must be there. I assume some places in video would be blank or partial frames, and that's fine but i would like to get what i can, maybe half of the photo or something. But what program can I use to open these and see what is in there? I got a few good ones but I am sure some are nott that bad but i just cant open them and see. What program should I be using? Thanks alot guys, and i love this program it really is amazing. going to try to recovery some pictures from my phone too.
