So the problem seems to be after update there is a couple popup messages for PC Health check. I temporarily disabled my Pi-Hole, dismissed the popups and I have reactivated Pi-Hole.
The problem appears to have gone for now, do not know if it will resurface.

I agree with you, it could also reduce the INI file size
One problem it will apply to ALL apps checked or not checked (but I guess this wont affect the app at all)

FYI the "Your Phone" and other Windows UWP Apps have the following line for people with NVIDIA graphics cards

I have a AMD Radeon RX 580, I can confirm this is the folder created for this vendor (containing a file named cachefile.bin)

I tried creating a new profile, but it did not create any folders in %AppData% or %LocalAppData%.
If you have outlook installed you can try creating a custom profile using the "Mail" Setup app in User Accounts

Thank you, yea I hope it can be added because I know multiple people who create multiple outlook profiles and when you do this you can have outlook prompt you to ask what profile you want to open... Example: Work or Personal profiles

I do think the following keys need to be included because they do exist....at least they do on my systems which are Windows 10x64 Pro Build 16299.15 V1709. And are you sure you want to eliminate the DetectOS=10.0| which isolates this code to Windows 10 systems.?

You are correct these folders are present, I don't have view system folders enabled so I could not see them.
As for the detectos IMO this is not needed, the detect reg and detect file are enough to detect weather or not the app is present.

Is the one posted suppose to replace the [Content Delivery Manager*] that is already in Winapp2.ini? There are an awfully lot of changes between the 2.
I never noticed this entry, I can tell you the latter is useless as it is referencing non existent paths (see for yourself)
Looks like somebody just copied and pasted another windows store app and simply changed the package name (somebody needs to check and verify the other windows store apps, these may be just there for show.)

Feel free to make this yourself. We don't usually take suggestions for cleaning rules, unless someone has made one and tested it out.
Tested working nicely, it takes a minute or so but the Windows spotlight lock screen background does update. This fixes something that annoyed me for some time now (see link)
