Bingo! I didn't think to look there. Unfortunately, I cannot disable the entry (access denied) and cannot delete it. I'm guessing this is because my IT overlords have disabled registry access. Would the slim or portable clients get around this?

you are correct ... "run CCleaner at startup" in options>settings is not ticked. I have no scheduled tasks at all. CCleaner is also NOT in my Start Menu>Startup folder (either for all users or me).

searched as best I could ... apologies if this has been addressed before, I installed CCleaner 2.15.815 and the program runs (begins cleaning, minimized in tray) at windows startup (win xp) not matter how I set the option in options:settings.
