In Windows Taskmanager look for Microsoft Edge, highlight it and click 'end task' bottom right of page. Then use CCleaner. It is not CCleaner who is stopping you cleaning it is Edge who recently seems to have decided to do this. https://community.ccleaner.com/topic/65724-edge-browser-not-close-these-days/

The only way I think you may be able to do it now (until this gets sorted out by Microsoft) is to open Task Manager and right-click on Edge and select End Task and then run CCleaner.

ccleaner can't remove a service whether enabled/disabled.

CCleaner is not a service remover. You need to state what version etc of Acronis you are talking about. Really you should use the Acronis cleanup utility. It may be the first one in the list on this page https://kb.acronis.com/content/40366 -
This attack happened in May but info is appearing about it now. Have a read of the article and you will see that ccleaner was just one of many attacked by MOVEit. https://www.bleepingcomputer.com/news/security/maine-govt-notifies-13-million-people-of-moveit-data-breach/
